Thanks to Representative Don Phillips and the Missouri Adoptee Rights Movement, the Missouri Adoptee Rights Act goes into effect January 1, 2018. Missouri born adopted adults will finally be allowed to receive a copy of their own original birth certificate without a court order.
Breaking the Seal is an event to celebrate the change in Missouri law and educate adopted adults and their families about the changes and resources that are available.
Note: If you are the descendant of a deceased adoptee, and you are interested in getting a copy of the adoptee's birth certificate please e-mail firstname.lastname@example.org to be added to the update list and get information on how to obtain identifying information from the other records. At this time you are not allowed to get a copy of the adoptee's original birth certificate without obtaining a court order.
